• Kaler Ward Office in Nyatike Sub-County Completed!

    The clamor for constitutional reforms that heralded the promulgation of the Constitution of Kenya, 2010 was premised on the need to give the people the power of self-government and bring services and opportunities close to the people. Migori County government has inched closer to realizing these ideals with the handing over of the newly constructed Kaler Ward offices to Migori County Public Service and Management Department pending official opening by H.E Zachary Okoth Obado, Migori County Governor.

    The offices in Kaler Ward in Nyatike Sub-County will house all the devolved units in the county government and in essence, bring services closer to the people of Kaler. Speaking at the handing over ceremony, Mary Midida, the Chief Officer PSM lauded the contractor for completing the offices within the set contract period.
    “The county government is delighted with the contractor for completing this wonderful construction within the stipulated time,” she said.

    Mary added that Migori County Government has plans to construct such offices across the county. She also instructed Kaler ward administrator, Mr. Nashon Tingo Nyamatiko to occupy the offices immediately and discharge his mandate to members of the public.
    Nashon also expressed his pleasure with the new officers adding that he now has a place to discharge his duties from.

    “Now that there is a functional office, I urge all Kaler Ward residents to make use of this office,” said Nashon adding, “I now request all officers heading devolved units to come and occupy these offices so that residents can get all services under one roof.”

    The contract period for the construction of the office was 24 weeks. Construction began on 17th December 2015 and ended on 18th May 2016. The offices will house all devolved departments like health, education, youth, sports, culture and social services, environment, natural resources and disaster management, roads, transport, public works and energy, trade tourism and cooperatives, agriculture livestock, fisheries and water development among others.

  • TRANSFORMING MIGORI COUNTY: A FRAMEWORK FOR ECONOMIC GROWTH, SOCIO-ECONOMIC DEVELOPMENT AND EQUITY

    Under Kenya’s Vision 2030 blueprint our country aims to achieve a Middle-Income Economy status by the year 2030. During the Second Medium-Term Plan period we hope to achieve various milestones targetting policies, programmes and individual projects whose delivery is required to accelerate inclusive economic growth, higher living standards, health-care, increased job-creation especially for youth, commercialized agriculture providing higher rural income and affordable food, improved manufacturing sector and more-diversified production of locally-needed implements. For the full achievement of these objectives the county governments are working full-throttle in order to facilitate the effective realization as part of their service-delivery of the social-economic empowerment of Kenyans envisaged in the Fourth-Schedule of the Constitution of Kenya (2010).
    One of the most significant changes introduced to Kenya’s national governance framework under the Constitution of Kenya (2010) is the creation of a two-tier system of government, a national government and 47 county governments. Under this system, county governments have been established to promote social and economic development and provision of proximate, easily accessible services throughout Kenya. In addition to the constitution, there are other devolution laws that have been enacted to support the devolution framework for example: County Governments Act(2012), Intergovernmental Relations Act(2012),National Government Coordination Act(2013), Public Finance Management Act(2012), Basic Education Act (2013), Transition to devolved Government Act (2013) , Urban areas and cities Act (2011), inter alia.
    The Constitution and many of these laws require the County Integrated Development Plan (CIDP) as the key process in enhancing the efficiency and effectiveness of budget funds and the mechanism for achieving the county’s mandate under the Constitution of Kenya, 2010.
    It is now three years since the governor took the oath-of-office after the March 4th 2013 elections. Visionary and full of promise to implement the new constitution and deliver on his promises to the citizenry via his manifesto to the electorate, the governor took office on March 27th, 2013, which marked a new dawn of a devolved system of governance for the county.
    In the last two financial years (2013/14 and 2014/15) in the medium term, the County government of Migori has rolled out numerous development programmes, projects and policies aimed at facilitating a steady socio-economic development in conformity with the national blueprint , Vision 2030.

    The governor has capitalised on the county’s strengths in developing key sectors like transport, energy and infrastructure, Health Service, Education, Sports & Culture, Trade, Tourism, and Industry, Agriculture, Lands and Physical Planning, Environment and Disaster Management, Finance and Economic Planning, as well as Public Service Management among others. Additionally County Cabinet has made numerous partnerships and collaborations to implement projects for the benefit of county citizens whose effectiveness is monitored round the clock y the newly-created Monitoring and Evaluation Department for efficient and socially-economically responsive service-delivery. With such kind of vibrancy the County Government and Migori Country residents will be sure to positively contribute to Kenya’s overall annual GDP figures and also attain its fare share of the SDGs.

    Currently there is a nationwide programme organised by Cosmopolitan Media Limited in collaboration with Citizen TV to recognize such gallant efforts by governors and their County Governments according to their project implementation status, public participation in governance, media, public relations and other strategies of service delivery. This creates an opportunity for us to document and showcase our government’s, programmes and policies. We are exceedingly elated to participate in this great endeavour and assure our esteemed County citizens that we are fully engaged in the implementation of the County’s mandate with a heavy tinge of a “business-unusual” mentality and vitality.

     

  • PSM SIGNS PERFORMANCE CONTRACTS WITH SUB COUNTY, WARD ADMINISTRATORS

    The department of Public Service Management and Administration strives to ensure the county is well managed and delivers responsive, efficient, effective and quality services to the public. It is on this basis that recently, it signed a performance contract with sub county and ward administrators that will ensure social and economic development that involves effective participation of the people and the provision of proximate, easily accessible services within the county.

    The two-day event that was held at Governor’s Annex Migori witnessed the signing of performance contracts between sub-county administrators and the chief officer PSM, Ward Administrators and Sub County Administrators and between the Chief Officer PSM and Directors of Administration, Governance, Information Communication Technology and Human Resource.

     

  • NEW CABINET SECRETARY INAUGURATED

    A new Cabinet Secretary has been inaugurated in Migori County Executive to fill the Ministerial vacancy following the death of late Dr Wambi Ating’a, the then Cabinet Secretary for Environment, Natural Resources and Disaster Preparedness.
    Retired Police officer, Mr Kepha Nyamita takes the Ministry of Health that, at the point of his swearing in, was headed by Elijah Odhiambo who also doubled as the Cabinet Secretary for Environment, Natural Resources and Disaster Preparedness in acting capacity. Elijah is now reshuffled to head the latter Ministry.
    The swearing ceremony was presided over by County High Court Justice Antony Murima in the presence of Governor Okoth Obado, County Assembly Speaker Gordon Ogolla, County Executive Members, several MCS and hundreds of residents.


    In his address during the inauguration Governor Obado challenged Mr Nyamita to come up with good policies that can help transform the county, an advice that was greatly supported by County Speaker Gordon Ogolla. Obado further urged the new CS to bravely fight any element of corruption in the Health docket.
    “There are some characters in the Health Sector who sell drugs that are meant to be provided to the patients freely and therefore it is your mandate as the CS to root out such barbaric act if incase there is any. Besides, deliver in this docket since that is only what the society expects of you….nothing else,” warned Obado
    “Our task as County Assembly is to play an oversight role and always knock your office to extract policies and vital information in the best interest of our County and while we execute that constitutional mandate never perceive us as your enemy,” said Ogolla.

    Mr Nyamita takes the office in amid warning from Weather Scientists that the Country is at risk of heavy rains and as such the eruption of water borne diseases due to floods and poor sanitation are likely his main headache.
    Migori County Executive has been incomplete since the demise of Dr Wambi Ating’a who passed on after long illness at his home, Sakwa, on January 22. Upon his demise the late Dr Ating’a was serving Obado’s government as a CS for Environment, Natural Resources and Disaster Preparedness.

  • MIGORI COUNTY SIGNS PERFORMANCE CONTRACTS

    Migori County Government is dedicated to ensure that the county is well managed and delivers responsive, efficient, effective and quality services to the public. It is on this basis that recently, it signed a performance contract with its workers that will ensure social and economic development that involves effective participation of the people and the provision of proximate, easily accessible services within the county.

    This Performance Contract was entered into between the County Government of Migori represented by His Excellency Zachary Okoth Obado together with its assignees and successor of the one part, and the County Executive Committee Member – County Public Service Management and Administration, Mrs Sheila Gati together with its assignees and successors on the other part.

    This contract represents the basis for continuous improvement of the county performance to meet the needs and expectations of the people; it shall run for a period of 12 months from 1st July 2015 to 30th June 2016.

    Strategic Objectives

    1. To enhance County Public Service employees capacity to cope with emerging challenges;
    2. To enhance efficiency and accessibility of the services offered by the County Public service;
    • To enhance social security for poverty reduction at retirement age for public servants; and
    1. To create an ethical public service that is responsive to the needs and aspirations of the County Government employees.

    Commitments and Responsibilities of the County Executive Committee Member – County Public Service Management and Administration

    1. Ensuring that systems are established for equality for all users of public services;
    2. Ensuring impartiality and fairness in the process of delivery of public services;
    3. Ensuring promotion of National Cohesion and National Values;
    4. Ensuring continuity of public services under all circumstances;
    5. Establishing systems to enable innovativeness and adaptability of public services to the needs of the users;
    6. Ensuring professionalism and ethics in Public Service is achieved and maintained;
    7. Establishing systems to ensure promotion and protection of rights of users of public services and public servants as enshrined in the Bill of Rights;
    8. Institutionalizing a culture of accountability, integrity, transparency and promotion of values and principles of public service;
    9. Ensuring a corruption free public service;
    10. Ensuring effective, efficient and responsible use of public resources; and
    11. Ensuring responsiveness by public servants in delivery of public services.

    Commitments and Obligations of the County Government

    • Ensuring Resources are available for the achievement of the agreed Performance Targets;
    • Review county integrated development plan (CIDP), which should be anchored, on National policies and plans such as Medium Term Plan (MTP II) and Vision 2030;
    • Establish and operationalise service delivery, financial and related management systems for the county;
    • Establish a culture of service and accountability in the county public service, including working styles, attitudes and work ethics;
    • Ensure that public officers suspected of corrupt practices step down to allow room for investigations; and
    • Ensure Citizens participation in the evaluation of the performance of the county government.

     

    County Executive Committee Member is required to submit quarterly performance reports to the Office of the Governor for monitoring progress, and annual reports for evaluation of performance.
