PSM ORGANIZATION STRUCTURE

The Department will be headed by a County Chief Officer, Public Service and Administration.  The County Chief Officer will report to the relevant County Executive Member.  The Officer at this level will provide strategic leadership and manage and coordinate all activities of the Department.

The following are the functions of the Department:

Human Resource Management Division 

County Public Service Management and Development Policy;

Human Resource Management;

Payroll management;

Staff benefit and welfare schemes;

Guidance and Counselling services;

Delegated responsibilities from County Public Service Boards;

Organizational Design and Development;

Career design and development;

Maintain the County complement control;

Human Resource Management Audit;

Oversee implementation of Performance Management Systems;

Research, development and service delivery innovations;

Public sector operational standards and Business Process Re-engineering;

Administration Division

Disaster and emergency response co-ordination;

County Enforcement issues;

Food relief management;

Liquor licensing;

Sub-county administration;

Dissemination of public information;

Public participation initiatives including participatory public monitoring systems;

Cross cutting issues i.e. HIV and Aids; Gender mainstreaming; Disability Mainstreaming.

Records Management 

In managing the affairs of the Department, the County Chief Officer will implement prioritized programmes and activities in consultation with the County Secretary. The respective County Executive Committee member and due cognizance of the expressed preferences of the citizen.  The Officer will also inculcate both modernization and innovation in the provision of services.
